UNBUNDLING WATER DISTRIBUTION AND BULK WATER/ENERGY BUSINESSES OF ELECTRA
The MCA-Cape Verde II now invites proposals to provide the consultant services referenced above (“Proposals”). More details on these consultant services are provided in the Terms of Reference.
The Request for Proposal (“RFP”) is open to all eligible entities or persons (“Consultants”) who wish to respond. Consultants may only associate with each other in the form of a joint venture or in a sub-consultancy agreement to complement their respective areas of expertise to enhance their capacity to successfully carry out the assignment and so long as any association is otherwise formed in accordance with the terms of the RFP.
A Consultant will be selected under the QCBS, Quality and Cost-Based Selection, the evaluation procedure for which is described in sections of the RFP in accordance with “MCC Program Procurement Guidelines” which are provided on the MCC website www.mcc.gov.
A full request for proposal document in English, including the Terms of Reference (TOR), may be requested by the interested Consultancy Firms in writing to the address below. The RFP document will be sent in PDF format by e-mail.
Interested Bidders are requested to send their proposals, which should include a TECHNICAL AND FINANCIAL PROPOSAL following instructions on the RFP document (Section I. Instructions to Consultants, Point 4: Submission, receipt and opening proposal (4.4).
Interested bidders may obtain further information from the e-mail addresses below, during office hours 08:00 to 13:00 and 14:00 to 16:00 Cape Verde Local Time, from Monday to Friday, until May 10, 2013.

The closing time for receipt of Proposals is May 28, 2013 at 11h00 a.m. local time in Cape Verde. Proposals received after this time and date shall not be considered and will be returned unopened. Consultants should be aware that distance and customs formalities may require longer than expected delivery time.
