The Government of Cape Verde’s implementation unit, the Millennium Challenge Account (MCA-Cape Verde II) intends to tender the appointment of the services of consulting firms to provide technical assistance through two contracts. One contract will provide technical assistance primarily to support the start-up and operations of new national WASH institutions, with some support to existing institutions with related responsibilities. The second contract will provide technical assistance for the start-up and operations of a new multi-municipal WASH utility to be set up on the Island of Santiago.
The two Technical Assistance Contracts will cover a number of disciplines, and will each require the subcontracting of expertise in providing specialized social and gender services to support the mainstreaming of social and gender equality objectives throughout the work of the WASH institutions. The purpose of this solicitation is to pre-qualify a number of consultancy firms (including for-profit or non-profit organizations) to serve as qualified Subcontractors (hereinafter referred to as SGA sub-consultant) to the lead Technical Assistance Consultants (hereinafter referred to as the Lead TAC). The successfully prequalified SGA Sub-consultants will then be listed in the Technical Assistance tender documents as being eligible for undertaking the social and gender components of the Technical Assistance Contracts. Firms applying to be Lead TAC for each contract will be required (if there are at least 5 pre-qualified firms) to select an SGA sub-consultant from the list to undertake the Social and Gender Services component of the overall Technical Assistance Contract. (If less than 5 firms are pre-qualified, these firms will comprise a recommended list provided to the Lead TAC.) Prospective SGA sub-consultants would be expected to work with the prospective Lead TACs in preparing proposals/bids. If successful, the Lead TAC will subcontract the SGA sub-consultant to carry out the Social and Gender services in the contract.
