1. The Millennium Challenge Corporation (“MCC”) and the Government of Cabo Verde (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Cabo Verde (the “Compact”) in the amount of approximately $66.2 million USD (“MCC Funding”). The Government, acting through the Millennium Challenge Account – Cabo Verde II (“MCA Entity”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Terms of Reference is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use of MCC funding and conditions to the disbursements of MCC funding. No party other than the Government, MCA-CV II and MCC shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.

2. One of the pillars of MCC is to focus on results, hence, monitoring and evaluation is critical for better ensuring the effectiveness, accountability, and transparency of MCA-CVII development assistance. M&E data is an important source of information on progress towards the achievement of Compact results and supports decision making by program managers. Ensuring that the underlying data are of good quality is essential to maintaining a high level of confidence in the decisions that are made using the data. Consequently, MCA-CVII is required under the Compact to develop a Monitoring and Evaluation Plan (the “M&E Plan”) as a guide to assess progress on agreed Compact activities. Each Implementing Entity is responsible for collecting and reporting data on the indicators set out in the Monitoring and Evaluation Plan in coordination with the MCA M&E unit. MCA-CVII also reports the survey data used for evaluating the impact of the program.

3. The MCA-Cabo Verde II now invites proposals to provide the consultant services referenced above (“Proposals”). More details on these consultant services are provided in the Terms of Reference

4. The Request for Proposal (“RFP”) is open to all eligible entities or persons (“Consultants”) who wish to respond. Consultants may only associate with each other in the form of a joint venture or in a sub-consultancy agreement to complement, their respective areas of expertise to enhance their capacity to successfully carry out the assignment and so long as any association is otherwise formed in accordance with the terms of the RFP.

5. Portuguese language skills of the team must be sufficient for technical communications and presentations with stakeholders in Portuguese and for preparation of all deliverables in the Portuguese language.

6. A full request for proposal document in English, including the Terms of Reference (TOR), may be requested by the interested Consultancy Firms in writing to the address below. The RFP document will be sent in PDF format by e-mail.

7. The selection shall be carried out in accordance with the procedures set forth in Section 1.B. of the MCC Program Procurement Guidelines (PPG), which are available on the “Business & Procurements” page of the MCC website ( The selected firm will sign a contract (Section 5 of the RFP) on the basis of a fixed price/fee lump sum.

8. Interested Bidders are requested to send their proposals, which should include a TECHNICAL AND FINANCIAL PROPOSAL following instructions on the RFP document (Section I. Instructions to Consultants, Point 4: Submission, receipt and opening proposal (4.4).

10. Deadline for submission of the Proposals in the format as indicated in the Request for proposal (RFP) document, that is for Technical proposal (Forms TECH 1 -11) and for Financial Proposal (Forms FIN 1-2,4) should be addressed to the Procurement Manager in closed and sealed envelopes at the address indicated below is until August 24,  2017 at 15H00 Cabo Verde local time:
