This notice is to provide information on the final Decision taken regarding the Protest filed by the two Challengers, Consortium MundiServiços – Companhia Portuguesa de Serviços e Gestão, Lda/ICC Consulting and RPG REGULATION, PERFORMANCE AND GOVERNANCE, LDA, toallbidders that participated in the said tender launched by Millennium Challenge Account – Cabo Verde II, as well to the BCT Members.

Pursuant to Part 2 - Protest Proceedings of the Bid Challenge System, Rule 8 - BCRC Decision, the Bid Challenge Review Committee (BCRC) has reviewed the protests filed on July 29, 2014 and August 5, 2014 respectively.

On August 11, 2014, BCRC issued a notice in relation to the Protests filed by the two Challengers referenced above, which was sent electronically to the affected bidders, explaining and detailing the circumstances under which this procurement was conducted and concluding that the Bid Challenges submitted by both the Consortium MundiServiços – Companhia Portuguesa de Serviços e Gestão, Lda/ICC Consulting and the Firm RPG REGULATION, PERFORMANCE AND GOVERNANCE, LDA, are not upheld because no Procurement Rules provisions were violated as claimed by the Challengers.

The period for each Protest Party to file an Appeal, which concludes on or before midnight (CV time) of the fifth Working Days after it became, or should have become, aware of the BCRC Decision has expired. Thus, the referenced Procurement process shall resume and proceed accordingly.
