The Millennium Challenge Corporation (“MCC”) and the Government of Cabo Verde (Government) signed a Grant and Implementation Agreement (the “609(g) Grant Agreement”) on July 20, 2011, which sets forth the general terms and conditions on which MCC will provide funding of an amount not to exceed One Million Three Hundred Fifty Five Thousand United States Dollars (US$1,355,000) to the Government to facilitate the development and implementation of a Millennium Challenge Compact.
MCC and the Government of Cabo Verde also signed a Millennium Challenge Compact (the “Compact”) on February 10, 2012, which sets forth the general terms on which MCC will provide assistance of up to Sixty Six Million Two Hundred Thirty Thousand United States Dollars (US$66,230,000) to the Government for a program to reduce poverty through economic growth in Cabo Verde that includes the following projects:
- The $41.1 million Water, Sanitation, and Hygiene (WASH) Project is designed to establish a financially sound, transparent and accountable institutional basis for the delivery of water and sanitation services to Cabo Verdean households and businesses;
- The $17.26 million Land Management for Investment Project (LAND) is expected to improve Cabo Verde’s investment climate by refining the legal, institutional and procedural environment to create conditions for increased reliability of land information, greater efficiency in land administration transactions, and strengthened protection of land rights; developing and implementing a new land information management system; and clarifying parcel rights and boundaries on targeted islands with high investment potential;
- The $1.39 million Monitoring & Evaluation project;
- The $6.48 million Program Administration project.
The Compact project activities will be administered by MCA-Cabo Verde II (MCA CV II), an agency of the Government of Cabo Verde, with oversight by the MCC.
In furtherance of the development of a Compact, the Millennium Challenge Account Cape Verde II (“MCA-Cape Verde II”) requires the services of a Consultancy Firm (Fiscal Oversight Agent) to provide the following specific tasks as described in the Terms of Reference (TOR), attached hereto:
a) Review all relevant documentation in order to gain a sound understanding of Compact agreements, policies, procedures and reporting mechanisms as they relate to financial management and control including but not limited to:
1. MCC Compact and all supplemental agreements between MCC and the Government of Cabo Verde;
2. Financial Management System documentation;
3. Other documentation related to the disbursement or use of any MCC Compact funds;
4. Bank Agreements;
5. Fiscal Accountability Plan;
6. MCC CPS Manual; and
7. Other relevant financial documents.
b) Conduct compliance reviews determining the extent to which MCA CV II is complying with the financial elements of the Compact and its supplemental agreements and other relevant documents;
c) Provide broad, dedicated oversight and assistance to the MCA and its programs on the prevention, detection, and remediation of fraudulent and corrupt practices as may be requested from time to time by MCC;
d) Review and test payments for accuracy and validity on a post payment basis.
Location: MCA-CV II Office at City of Praia, Cape Verde.
Anticipated Start Date: July 2014.
Duration of Assignment: July 2014 to November 2017
The MCA – CV II now invites eligible consulting firms to submit their interest in providing the required assignment.The required qualifications for the consulting firm to be considered are indicated in the TOR (Attachment 1). Among other requirements, these qualifications include at least three years’ experience in auditing or financial review for either national or international organizations. Given the fact that this consultation is mainly an internal auditing of MCA-CV II financial documents, it is expected that the Consultant team will include staff with experience in working with international auditing standards, having national or international recognized professional membership and English and Portuguese languages skills. All Reports must be submitted in English with an Executive Summary in Portuguese.
A complete set of Instruction Document (RCQ), including the Terms of Reference (TOR), in English may be requested by the interested Consultants(Firm) in writing to the address below.The RCQ document will be sent in PDF format by e-mail.
Before applying, interested consultants(Firm) should review the Terms of Reference(TOR)that describes the assignment in detail.
The selection shall be carried out in accordance with the procedures set forth in Section 1.B. of the MCC Program Procurement Guidelines (PPG), which are available on the “Business & Procurements” page of the MCC website (http://www.mcc.gov). The selected firm will sign a contract (Section 5 of the RCQ doc.) on the basis of a fixed price/fee lump sum.
Interested Consultants(Firm) are requested to send their responses, which should include an expression of interest to be considered for the assignment, information on relevant assignments for carrying out similar services and record of successful experience in executing projects similar, at least three references that can comment on the consultant’s related work experience, CurriculumVitae (CV) of the required Expertise, showing the minimum requirements in compliance with the attached TOR, and any other relevant information.
